Enhance 

The Enhance Tool allows you to brighten any rectangular section of the video image for emphasis or better contrast. Like Zoom, Enhance also behaves like a drawing tool. The Enhance tool draws a rectangle, but when you release the mouse button to finalize your drawing, the video within the rectangle is enhanced. Here’s an example:
